Golos
Golos (Russian: Голос, meaning "Voice" or "Vote") was Russia's leading independent election monitoring organisation, founded in 2000. Over 25 years, it trained volunteer observers, documented thousands of alleged electoral violations, and operated a publicly accessible "Map of Violations" platform that aggregated citizen reports during election periods.
Golos was designated a "foreign agent" by the Russian government and faced repeated pressure and legal proceedings. In May 2025, co-chair Grigory Melkonyants was convicted of running an "undesirable organisation" — charged in connection with alleged ties to European election monitoring bodies that Russia had declared undesirable. Golos formally ceased all operations in July 2025, taking its website, regional branches, and social media offline.
Historical significance
Golos was the most prominent example of domestic election monitoring in Russia and an internationally recognised reference point for understanding Russian electoral processes. Its closure marked the end of independent domestic election observation inside Russia.
Note on scope
Golos no longer exists as an operating organisation. It is listed here under Russia because it was the most significant domestic democracy monitoring organisation in that country, and its closure in 2025 is a marker of the contraction of independent civil society space in Russia.
