Congreso Visible
Congreso Visible is a legislative transparency project housed in the Department of Political Science at the Universidad de los Andes, tracking and publishing Colombian congressional activity since 1998. It is one of the longest-running parliamentary monitoring initiatives in Latin America and a model of university-hosted accountability infrastructure.
The platform provides public access to: every bill filed in Congress (2,610 in the current legislative term), committee and plenary agendas, voting records (who voted which way on which bill), conflict-of-interest declarations, and profiles of every senator and representative including contact details and legislative history. The data goes back to 1998, creating a quarter-century longitudinal record of Congressional behaviour. Every four years, Congreso Visible runs the Candidatos Visibles campaign — publicising candidate information ahead of legislative and executive elections to enable informed voting.
Congreso Visible is a transparency institution, not a participation platform — it doesn't run citizens' assemblies or participatory budgeting. But in a context where legislative opacity is a structural barrier to democratic accountability, the information infrastructure it provides is a precondition for any meaningful citizen oversight of representative institutions.
