Liquid Democracy e.V.
Liquid Democracy e.V. is a Berlin-based non-profit association founded in 2009 to develop free and open-source digital participation tools and support their deployment in governments, NGOs, and public institutions. The organisation combines software development with consulting, workshops, and policy research.
Their primary software, Adhocracy+, is a modular participation platform used by German federal and state institutions, NGOs, and international organisations. They also operate meinBerlin (mein.berlin.de), the official participatory platform for Berlin residents, through which Berliners submit ideas and take part in city planning decisions.
The organisation is distinct from the concept of liquid democracy — the name reflects an early focus, and their current work covers a broader range of digital participation approaches.

One of our most ambitious projects is the development of meinBerlin, a central participation platform for Berlin's citizens.
The org's annual reports record the Senate Chancellery commission in 2014; the project page dates meinBerlin "since 2014" and it launched for wider use in 2016-2017.
