Perludem
Perludem (Perkumpulan untuk Pemilu dan Demokrasi — the Association for Elections and Democracy) was founded in 2005 by former Indonesian election supervisors who believed that elections must produce governments that genuinely represent the people. It has since become Indonesia's leading civil society organisation on electoral integrity and democratic reform.
The organisation works across four functions: research (books, policy papers, journals, data systems), policy advocacy (supporting electoral law reform and filing judicial review petitions to the Constitutional Court — 26 cases decided, 12 fully or partially granted), civic education and capacity building, and election monitoring. A current focus is exploring alternative electoral systems: Perludem partnered with International IDEA in 2026 to simulate a Mixed-Member Proportional (MMP) electoral system for Indonesia, convening political parties, journalists, and civil society to examine what electoral reform could look like.
Perludem operates in the world's third-largest democracy at a moment when Indonesia's democratic trajectory is being closely watched internationally. Its combination of research rigour, constitutional litigation capacity, and practitioner credibility makes it an unusually capable institutional actor in a political environment where electoral integrity cannot be taken for granted.
