Civic Tech Innovation Network (CTIN)
The Civic Tech Innovation Network (CTIN) is a community of practice based at Wits University's Tshimologong Digital Innovation Precinct in Johannesburg. It functions as the connective tissue of Africa's civic-tech ecosystem: convening practitioners, documenting initiatives, building evidence, and strengthening capacity across the continent.
CTIN's flagship resources include the African Civic Tech Atlas — a living database of civic-tech initiatives across Africa — and a growing library of case studies documenting what works and what doesn't in different contexts. It co-manages the African Union Civic Tech Fund (AUCTF) 2.0, which has funded 24+ organisations across the continent developing tools for citizen participation, transparency, and accountability. The annual Civic Tech Innovation Forum brings the community together, with the 2024 edition (#UnderTheHood) exploring the interconnectedness of community, technology, and self.
The network also runs a Regional Ambassadors Programme (with Mozilla IRL Fund support) to strengthen connections beyond the usual hubs, publishes research including the "State of Civic Tech in Africa" and an evidence map in partnership with the South Africa Centre for Evidence, and produces the "Civic Tech in Africa" podcast. CTIN is infrastructure for the field — it doesn't build civic-tech tools itself, but makes it possible for everyone else's to be visible, learn from each other, and find funding.
