Consul Democracy
Consul Democracy is an open-source e-participation platform first deployed as Decide Madrid in September 2015 by Madrid City Council to let citizens submit proposals, vote on participatory budgeting, and collaborate on legislation. The Consul Democracy Foundation, a non-profit incorporated in the Netherlands, was established in 2019 to steward the project independently of the Madrid city government.
The platform supports citizen proposals, participatory budgeting, collaborative legislation, public debates, and consultations. Released under AGPL v3, approximately 350 governments and civil society organisations have used it. The platform won the UN Public Service Award in 2018 and has been deployed in UNDP projects across multiple countries.
