Concepts Citizens Assembly Deliberative Democracy Participatory Budgeting

Fundacja Stocznia

Fundacja Stocznia operates across three pillars: citizen participation, social innovation, and research — treating them as interdependent rather than separate workstreams. The participation pillar advocates for and builds the infrastructure of public deliberation: it ran Poland's first citizens' assembly (the "Narada obywatelska o kosztach energii," a citizens' deliberation on energy costs) and hosts the annual Forum Praktyków Partycypacji (Participation Practitioners' Forum), whose 13th edition in June 2026 drew over 300 participants across 40 sessions.

The foundation also developed NaprawmyTo (a civic problem-reporting platform used by the city of Katowice, resolving 7,800+ issues in 18 months) and runs an Innovation Incubator supporting new ideas for social inclusion. Stocznia operates in a political environment where democratic backsliding has been a live concern — its work is explicitly positioned as resisting cynicism and building the participation infrastructure that democratic resilience depends on.
