Apolitical
Apolitical was co-founded by Robyn Scott and Lisa Witter, launching publicly on 22 June 2017 as "a global platform for government and its partners" at Admiralty House, Whitehall, in collaboration with the UK Cabinet Office.2 Wikipedia's entry on co-founder Lisa Witter confirms: "With Robyn Scott, she co-founded Apolitical, a global platform for policymakers."3
What it does
Apolitical describes itself as "the social learning network for government," trusted by "500k+ public officials across 170+ countries."1 It began as a peer-to-peer platform where public servants share case studies, evidence reviews, and thought leadership across the traditional silos that separate one government from another. By 2026 the platform had expanded into AI tooling: "From purpose-built tools that fix real government pain points to a global community of 500,000+ public servants sharing what works — Apolitical combines cutting-edge AI with deep public sector expertise to drive measurable impact."1 Its current flagship product, Futura, is pitched as helping governments "close the gap between ambition and adoption" when applying AI in public institutions.1
Why it's on our radar
Co-founder Lisa Witter appeared as a Conversation Leader at Folio Collective's September 2026 event on democracy's present and future, where she was introduced as having "co-founded Apolitical.co, the world's largest peer-to-peer learning network for public servants, reaching more than 40 million worldwide and with 500,000+ members in 170 countries."4 Apolitical's bet is that governments make better decisions when public servants can learn from peers elsewhere, rather than reinventing solutions in isolation — capacity-building for the people who implement governance day to day, distinct from the citizen-participation mechanisms most of the rest of this landscape focuses on.
